Council Decision (CFSP) 2026/1083 of 11 May 2026 amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 42(4) and Article 43(2) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 22 July 2014, the Council adopted Decision 2014/486/CFSP Council Decision 2014/486/CFSP of 22 July 2014 on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (OJ L 217, 23.7.2014, p. 42, ELI: http://data.europa.eu/eli/dec/2014/486/oj). , which established the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine). (2) On 24 February 2022, the Russian Federation launched an unprovoked and unjustified war of aggression against Ukraine, which the European Council condemned in the strongest possible terms in its conclusions of 24 February 2022. (3) On 18 March 2022, the Council adopted Decision (CFSP) 2022/452 Council Decision (CFSP) 2022/452 of 18 March 2022 amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (OJ L 92, 21.3.2022, p. 3, ELI: http://data.europa.eu/eli/dec/2022/452/oj). , which gave EUAM Ukraine the additional temporary task of advising Ukrainian authorities with the aim of facilitating the flow of refugees from Ukraine to Poland, Romania and Slovakia and the flow of humanitarian aid to Ukraine. (4) On 13 April 2022, the Council adopted Decision (CFSP) 2022/638 Council Decision (CFSP) 2022/638 of 13 April 2022 amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (OJ L 117, 19.4.2022, p. 38, ELI: http://data.europa.eu/eli/dec/2022/638/oj). , which gave EUAM Ukraine the additional task of providing support to Ukrainian authorities to facilitate the investigation and prosecution of international crimes. (5) On 23 June 2022, the European Council granted Ukraine the status of candidate country for accession to the Union. (6) In its conclusions of 11 December 2023 on civilian common security and defence policy (CSDP), the Council underlined the Union’s unwavering and long-term support for Ukraine. The Council stressed the importance of strengthening civilian CSDP support and rapidly responding to Ukraine’s growing needs as part of the Union’s wider efforts towards enhancing Ukraine’s security. The Council commended all of the work done by EUAM Ukraine, including the support for the reform of the Ukrainian security sector and integrated border management, as well as, in response to Russia’s war of aggression, the efforts made in the field of investigation and prosecution of international crimes and in re-establishing the rule of law in the liberated and adjacent territories.

(7) In its conclusions of 12 December 2023 on enlargement, recalling the Thessaloniki Agenda of 2003 and the European Council conclusions of June 2022, the Council confirmed its full and unequivocal commitment to the prospects for Union membership of the Western Balkans, Ukraine, the Republic of Moldova and Georgia, reiterating that their future lies within the Union. (8) In its conclusions of 22 March 2024, the European Council stated that the Union remains committed to supporting Ukraine’s repair, recovery and reconstruction, in coordination with international partners. The European Council welcomed the strengthening of EUAM Ukraine, which will allow the scaling-up of support for Ukrainian law enforcement agencies in Ukraine’s liberated and adjacent territories, and for reforms in the context of the process of Ukraine’s accession to the Union. (9) In its conclusions of 23 October 2025, the European Council welcomed the ongoing work to revise the mandates of EUAM Ukraine and the European Union Military Assistance Mission in support of Ukraine (EUMAM Ukraine). Member States are committed to contributing to training and equipping the Ukrainian Armed Forces. (10) On 18 November 2025, in the context of the strategic review of EUAM Ukraine, the Political and Security Committee (PSC) agreed to amend the mandate of EUAM Ukraine. (11) Decision 2014/486/CFSP should therefore be amended to reflect the outcome of the strategic review of EUAM Ukraine and to update the financial reference amount for the period from 1 June 2024 to 31 May 2027. (12) EUAM Ukraine will be conducted in the context of a situation which may deteriorate and could impede the achievement of the objectives of the Union’s external action as set out in Article 21 of the Treaty, HAS ADOPTED THIS DECISION:

Article 1

Decision 2014/486/CFSP is amended as follows: (1) in Article 2(1), the following points are added: (e) support the development of policies and strategies to enable Ukraine to build comprehensive capacities to counter hybrid threats and identify areas where capacity building can be provided, in line with Ukraine’s evolving needs and requests; (f) support the (re)integration of veterans in the civilian security and civil protection sectors to the Ministry for Veterans Affairs, the Ministry of Internal Affairs, the State Emergency Service, the law enforcement agencies, and, where relevant, the Ministry of Defence, ensuring Ukrainian ownership. ; (2) in Article 2, paragraph 2, the following points are added: (f) for the purposes of paragraph 1, point (f), cooperate and coordinate closely with the Union delegation as well as with other relevant actors, including the Member States; (g) explore possibilities of offering support, in particular in relation to the protection of critical infrastructure, cyber security and countering foreign information manipulation and interference (FIMI) and Russia’s and other actors’ online recruitment amongst susceptible and vulnerable groups for subversive or terrorist actions against Ukraine;

(h) seek to ensure interagency cooperation, as well as cooperation with relevant authorities and agencies in the Union and in the Member States and with other partners such as NATO and the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE) and coordinate its activities with the training agenda of the European Security and Defence College (ESDC), in particular in the cyber domain; (i) make full use of short-term tools such as specialised teams and visiting experts, including in the framework of cooperation with the European Gendarmerie Force (EUROGENDFOR), where feasible and appropriate; (j) strengthen cooperation and exchange best practices with the European Union Partnership Mission in Moldova (EUPM Moldova). ; (3) in Article 14(1), the final subparagraph is replaced by the following: The financial reference amount intended to cover the expenditure related to EUAM Ukraine for the period from 1 June 2024 to 31 May 2027 shall be EUR 128025000..
