Council Decision (CFSP) 2026/1176 of 28 May 2026 amending Decision (CFSP) 2020/1999 concerning restrictive measures against serious human rights violations and abuses THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on European Union, and in particular Article 29 thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 7 December 2020, the Council adopted Decision (CFSP) 2020/1999 Council Decision (CFSP) 2020/1999 of 7 December 2020 concerning restrictive measures against serious human rights violations and abuses (OJ L 410 I, 7.12.2020, p. 13, ELI: http://data.europa.eu/eli/dec/2020/1999/oj). . (2) On 8 December 2020, by way of the Declaration by the High Representative of the Union for Foreign Affairs and Security Policy, on behalf of the European Union, regarding the EU Global Human Rights Sanctions Regime, the Union and its Member States reaffirmed their strong commitment to the promotion and protection of human rights around the world. The EU Global Human Rights Sanctions Regime underscores the Union’s determination to enhance its role in addressing serious human rights violations and abuses worldwide. Achieving the effective enjoyment of human rights by everyone is a strategic goal of the Union. Respect for human dignity, freedom, democracy, equality, the rule of law and human rights is a fundamental value of the Union and its common foreign and security policy. (3) In its conclusions of 19 March 2026, the European Council strongly condemned the continued and growing settler violence against Palestinian civilians and again reiterated its call on the Council to take work forward on further restrictive measures against extremist settlers and against entities and organisations that support them. (4) In that context, three persons and four entities should be included in the list of natural and legal persons, entities and bodies subject to restrictive measures in the Annex to Decision (CFSP) 2020/1999. (5) Decision (CFSP) 2020/1999 should therefore be amended accordingly, HAS ADOPTED THIS DECISION:
Article 1
The Annex to Decision (CFSP) 2020/1999 is amended in accordance with the Annex to this Decision.
Article 2

Through its activities, Nachala plays an instrumental role in facilitating and encouraging coercive acts that lead to the forced displacement of Palestinians and violate their right to property, their right to private and family life and their right to self-determination, as well as the right to life and to physical integrity.
Nachala’s outposts, such as Evyatar, Maoz Esther, Oz Zion, Ramat Migron, Nachalat Zvi and Haeitam Farm, have been persistent sources of settler violence. Several Nachala outposts, including Yahish Zion, Maoz Esther, Oz Zion and Ramat Migron, were built on privately owned Palestinian land. All of Nachala’s outposts obstruct access to Palestinian agricultural and grazing land. Furthermore, after 7 October 2023, Nachala has been at the forefront of efforts to resettle the Gaza Strip. In her capacity as Director, Daniella Weiss plans, directs and publicly supports the acts of Nachala. Therefore, she is responsible for facilitating and encouraging human rights abuses in the West Bank and the Gaza Strip, including violations or abuses of the right of Palestinians to self-determination, their right to property, their right to private and family life, as well as the right to life and to physical integrity, which are of serious concern as regards the objectives of the common foreign and security policy set out in Article 21 of the Treaty on European Union. In her capacity as Director, Daniella Weiss is associated with Nachala. 28.5.2026 137.Meir DEUTSCH מאיר דויטש (Hebrew spelling) Nationality: Israeli Gender: male Meir Deutsch is the director general of Regavim, which is an Israeli NGO with an active pro-Israeli settler and settlement expansion agenda in the West Bank. Regavim institutes legal proceedings and lobbies for the demolition of Palestinian property with the aim of expanding the control of Israel to the whole West Bank. Through its activities, Regavim plays an instrumental role in facilitating and encouraging coercive acts that aim to destroy Palestinian property and demolish Palestinian homes, leading to forced displacement of Palestinians and violations of their right to property, their right to private and family life and their right to self-determination, as well as the right of everyone to the enjoyment of the highest attainable standard of physical and mental health. Regavim is responsible for multiple court proceedings, and lobbied, for the demolition of a Palestinian primary school, funded by the European Union, at the Jabbet al Dhib village, near Bethlehem, in the West Bank in May 2023. Therefore, in his role as director general of Regavim, Meir Deutsch is responsible for facilitating and encouraging human rights abuses in the West Bank, including abuses of the right to property, the right to private and family life and the right to education of Palestinians, as well as the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, which are of serious concern as regards the objectives of the common foreign and security policy set out in Article 21 of the Treaty on European Union. 28.5.2026 138.Avichai SUISSA אביחי סויסה (Hebrew spelling) DOB: 1.7.1986 Nationality: Israeli Gender: male ID: 038172441 Avichai Suissa is the CEO of Hashomer Yosh, which is an Israeli NGO that provides material support and coordinates volunteers for farm work on herding farms, supporting at least 28 violent outposts and settlements in the West Bank by recruiting armed volunteers and providing guards involved in violent attacks.
In particular, Hashomer Yosh is supporting outposts founded by individuals listed by the European Union: Neria Ben Pazi, founder of the Rimonim Farm Outpost; Zvi Bar Yosef, founder of Zvi’s Farm; Yinon Levi, founder of the Mitarim Farm; and Moshe Sharvit, founder of the Tirza Valley Farm Outpost / Moshe’s Farm. Along with settler violence emanating from them, including against human rights defenders, these outposts led to the widespread displacement of vulnerable Palestinian communities and dispossession of Palestinian properties. Amana’s major involvement in these illegal violent outposts includes facilitating land acquisition, constructing and marketing houses, initiating and preparing settlements masterplans and funding infrastructure. On various occasions, the organisation and its management have clearly stated their objective of dispossessing Palestinian communities. Therefore, Amana is responsible for facilitating and encouraging human rights abuses in the West Bank, including abuses of the right to property of Palestinians and their right to self-determination, which are of serious concern as regards the objectives of the common foreign and security policy as set out in Article 21 of the Treaty on European Union. 28.5.2026 39.Nachala Movement נחלה (Hebrew spelling) Address: West Bank, occupied Palestinian territories Website: https://www.nachalaisrael.org/ The Nachala Movement (Nachala) has the aim of promoting Jewish settlements and illegal outposts in the West Bank.
