Political and Security Committee Decision (CFSP) 2026/1180 of 28 May 2026 on the appointment of the Head of Mission of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (EUAM Ukraine/1/2026) THE POLITICAL AND SECURITY COMMITTEE, Having regard to the Treaty on European Union, and in particular Article 38, third paragraph, thereof, Having regard to Council Decision 2014/486/CFSP of 22 July 2014 on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) OJ L 217, 23.7.2014, p. 42, ELI: http://data.europa.eu/eli/dec/2014/486/oj. , and in particular Article 7(1) thereof, Whereas: (1) Pursuant to Article 7(1) of Decision 2014/486/CFSP, the Political and Security Committee (PSC) is authorised, in accordance with Article 38, third paragraph, of the Treaty, to take the relevant decisions for the purpose of exercising the political control and strategic direction of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine), including, in particular, the decision to appoint a Head of Mission. (2) On 14 May 2024, the Council adopted Decision (CFSP) 2024/1353 Council Decision (CFSP) 2024/1353 of 14 May 2024 amending Decision 2014/486/CFSP on the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (OJ L, 2024/1353, 15.5.2024, ELI: http://data.europa.eu/eli/dec/2024/1353/oj). , extending the mandate of EUAM Ukraine from 1 June 2024 to 31 May 2027. (3) On 29 April 2025, the PSC adopted Decision (CFSP) 2025/850 Political and Security Committee Decision (CFSP) 2025/850 of 29 April 2025 extending the mandate of the Head of Mission of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) (EUAM Ukraine/1/2025) (OJ L, 2025/850, 5.5.2025, ELI: http://data.europa.eu/eli/dec/2025/850/oj). , extending the mandate of Mr Rolf Michael Hay Pereira HOLMBOE as Head of Mission of EUAM Ukraine from 1 June 2025 to 31 May 2026. (4) On 22 May 2026, the High Representative of the Union for Foreign Affairs and Security Policy proposed to extend the mandate of Mr Rolf Michael Hay Pereira HOLMBOE as Head of Mission of EUAM Ukraine from 1 June 2026 to 30 June 2026 and to appoint Ms Cornelia TAYLOR as Head of Mission of EUAM Ukraine from 1 July 2026 to 31 May 2027. (5) A decision on the extension of the mandate of Mr Rolf Michael Hay Pereira HOLMBOE as Head of Mission of EUAM Ukraine from 1 June 2026 to 30 June 2026 and on the appointment of Ms Cornelia TAYLOR as Head of Mission of EUAM Ukraine from 1 July 2026 to 31 May 2027 should therefore be taken, HAS ADOPTED THIS DECISION:

Article 1

The mandate of Mr Rolf Michael Hay Pereira HOLMBOE as Head of Mission of the European Union Advisory Mission for Civilian Security Sector Reform Ukraine (EUAM Ukraine) is extended from 1 June 2026 to 30 June 2026.

Article 2

Ms Cornelia TAYLOR is appointed as Head of Mission of EUAM Ukraine from 1 July 2026 to 31 May 2027.
