Council Implementing Regulation (EU) 2026/1051 of 7 May 2026 implementing Article 15(1) of Regulation (EU) No 747/2014 concerning restrictive measures in view of the situation in Sudan THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Regulation (EU) No 747/2014 of 10 July 2014 concerning restrictive measures in view of the situation in Sudan and repealing Regulations (EC) No 131/2004 and (EC) No 1184/2005 OJ L 203, 11.7.2014, p. 1, ELI: http://data.europa.eu/eli/reg/2014/747/oj. , and in particular Article 15(1) thereof, Having regard to the proposal from the High Representative of the Union for Foreign Affairs and Security Policy, Whereas: (1) On 10 July 2014, the Council adopted Regulation (EU) No 747/2014. (2) On 28 April 2026, the United Nations Security Council (UNSC) Committee established pursuant to UNSC Resolution 1591(2005) added four persons to the list of persons subject to restrictive measures. Three persons should be added to the list of natural and legal persons, entities and bodies set out in Annex I to Regulation (EU) No 747/2014. (3) Regulation (EU) No 747/2014 should therefore be amended accordingly, HAS ADOPTED THIS REGULATION:
Article 1
Annex I to Regulation (EU) No 747/2014 is amended in accordance with the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union. This Regulation shall be binding in its entirety and directly applicable in all Member States. Done at Brussels, 7 May 2026. For the Council The President M. Raouna

Quijano, a former associate of the Colombia-based Notre del Valle Cartel, is supported by a network of associates and companies that specialize in recruiting fighters and facilitating the movement of funds related to their deployment. Quijano co-founded an employment agency, International Services Agency (A4SI), that is the main recruiting node, having engaged in campaigns via its website, group chats, and townhalls to fill positions, including drone operators, snipers, and translators. Between 350 and 380 Colombian fighters, mostly retired soldiers, were recruited through several private security firms, including A4SI. Reason for listing: Mateo Andres Duque Botero was listed on 28 April 2026 pursuant to paragraph 3 (c) of resolution 1591 (2005). Information from the narrative summary of reasons for listing provided by the Sanctions Committee: Mateo Andres Duque Botero (Duque) is being designated for engaging in actions or policies that threaten the peace, security, or stability of Darfur. Duque plays a central role in financing former Colombian military personnel in Sudan. He manages Maine Global Corp, which manages and disburses funds for Global Staffing (now Talent Bridge) and the company that hires Colombian military personnel, with the support of U.S.-based firms associated with Duque. This includes processing payroll payments for Colombian fighters and serving as a foreign exchange intermediary, converting euros and Colombian pesos to U.S. dollars. In 2024 and 2025, U.S.-based firms associated with Duque engaged in numerous wire transfers, totalling millions of U.S. dollars, with Maine Global Corp, Global Staffing, and the company hiring the Colombian fighters.
